High engine idle, managment light on

The engine runs at 1500 rpm with no input on the accelerator,accompanied with a illuminated warning light (a car with a spanner), in fourth gear the car will do 40mph without touching accelerator peddle, you have to keep constantly breaking when driving round town. Any advice on this would be much appreciated, anyone else had the same problem. Thanks Dave
