Don't know your vehicle details - it helps to include them at the bottom of each post.
Mine has a thumbwheel to the right of the headlamp switch to control instrument panel illumination.
Are your headlamps on all of the time? If so, daylight levels control only the instrument illumination automatically by switching to night mode as and when.

The manual says that the headlamps are automatic. They are not, unless you have asked Vauxhall to make them so in the workshop. The dimmer only works the instrument panel otherwise. Also, the wipers control the auto dimming when they have been left running for a short period. When you turn off the intermittent wipe the lights are restored to your preferred normal level. If you read the OM you will be surprised how much info' is in there. I still am!
